February 2027 BTO: Five-room choices centre on Tengah and Tampines
Tengah has about 440 five-room flats planned against Tampines’ 120, while Sin Ming offers an estimated wait of under three years.
Families looking for a five-room flat in the planned February 2027 Build-to-Order (BTO) exercise have two locations to compare: Tengah’s Brickland site, with around 440 such homes, and the Simei Road–Upper Changi Road site in Tampines, with about 120. These estimates come from a November 8, 2026 report outlining the forthcoming exercise.
The wider offering is expected to comprise around 4,300 BTO flats across five projects in Bishan, Tampines, Tengah and Toa Payoh. Beyond the five-room choice, Sin Ming in Bishan has an estimated wait of under three years, while a separate, concurrent Sale of Balance Flats (SBF) exercise is expected to offer about 5,000 homes. For prospective applicants, the useful distinction is which supply fits their household—not simply how large February’s combined offering sounds.
Five-room buyers have two sites, with very different quantities
Tengah’s Brickland project is expected to be the largest of the five, with about 1,280 flats across two-room Flexi, three-room, four-room and five-room types. Its approximately 440 five-room flats are the highest count in the reported plans. The Simei Road–Upper Changi Road project is expected to have about 460 flats in total, including around 120 five-room units.
Using those estimates, Tengah would have roughly 3.7 times as many five-room flats: 440 divided by 120. That makes it the larger pool for this particular flat type, rather than simply the larger development overall. The other three projects do not list five-room homes in their planned mix.
Location adds another distinction. The Tampines site is described as close to Upper Changi MRT station and Expo interchange, while Tengah’s site is near the future Brickland MRT station, reported as targeted for completion in 2034. Existing rail access and a future station are different propositions for a household planning its daily routine.
The larger allocation is useful for building a shortlist, but it is not a calculation of ballot odds. To compare competition, applicants would also need to know how many households apply for the relevant flat type. For now, the practical choice is between the two locations and their planned supply, not a forecast of which will be easier to secure.
Sin Ming offers an estimated wait of under three years
The Sin Ming project in Bishan is expected to offer around 1,070 homes: approximately 520 two-room Flexi flats, 80 three-room flats and 470 four-room flats. Its estimated waiting time is under three years—a useful detail for households trying to put a moving timeline together, though not a confirmed completion date.
The site is described as lying between Upper Thomson and Marymount MRT stations, with neither station immediately beside it. A supermarket and preschool are planned within the development. That gives buyers both a timing consideration and a reason to examine the actual walk to transport, rather than relying on the Bishan town label alone.
For four-room buyers, Mount Pleasant in Toa Payoh offers another sizeable allocation. Its approximately 1,140 planned homes comprise about 450 two-room Flexi flats, 90 three-room flats and 600 four-room flats. That is 130 more four-room homes than Sin Ming, calculated from the reported estimates.
These figures answer different questions. Sin Ming’s waiting-time estimate helps with move planning; Mount Pleasant’s four-room count describes the size of that particular pool. A household should not have to treat either the project total or the town name as a substitute for the detail that matters to it.
Tampines has two distinct offerings
The two Tampines sites together account for about 790 planned homes, but combining them hides their different flat mixes. The Simei Road–Upper Changi Road site offers types from two-room Flexi to five-room flats. Tampines Street 11 is expected to comprise around 240 Community Care Apartments and 90 four-room flats.
Community Care Apartments would therefore make up roughly 73% of Street 11’s reported 330 homes, calculated as 240 divided by 330. For someone seeking a conventional four-room flat there, the relevant supply is 90—not the full project total.
This is why a town-level shortlist needs a second pass at site level. A five-room household and someone considering a Community Care Apartment would be looking at different projects within Tampines. The shared town name does not make the offerings interchangeable.
Separate the BTO total from the balance-flat exercise
The five reported BTO project estimates add up to 4,280 flats, explaining the rounded figure of around 4,300. Adding the separate planned SBF offering of about 5,000 produces the roughly 9,300-home combined figure; that is not the size of the BTO launch alone.
The plans already allow a more focused shortlist: two sites offering five-room flats, Sin Ming’s estimated wait of under three years, Mount Pleasant’s larger four-room allocation and the distinct apartment mix at Tampines Street 11. All remain reported launch plans.
The next useful comparison is at the home level: price, layout and confirmed timeline. Those are the details that will turn a promising location into a workable household choice.
